Celebrating the small steps to victory

I am finally learning the wisdom of focusing on and celebrating the small victories when faced with awesome challenges.  My work load these past two months has been very challenging so I have claimed the executive privilege of condensing 2 months of newsletters into one.I do apologize only to those who expected two, since I have a lot to report.

This has been a very busy year so far for FASI, and I can make a long list of many more things I am or should be working on. The other day, I even had a moment of regression and pondered that old saying, "The more things change, the more they stay the same."  But, every sane civilization of humanity including “God Bless” America has the responsibility to assure that every child born to that civilization is raised and nurtured in a permanent family.

This is an enormous task, but we can celebrate the small victories as they come and keep on praying and working for the big victory.

I want to share with you some small victories many of you have worked to help achieve for the many children of God in our midst.

1. After a long 50 year struggle, our state Legislature and Governor enacted a bill requiring Seat-Belts for every passenger on all School Buses purchased after 1/1/18. This Act provides for the funding of this safety measure for our children by a 1% increase in the personal property tax in any county in which a petition is signed by 10% of a school district’s qualified electors.   We will have more details in next month’s newsletter.

2. The United Methodist Church at its Annual Conference overwhelmingly passed a Resolution sponsored by four Methodist pastors, whom are also adoptive parents, which urged every United Methodist Church in Arkansas to Celebrate November of this year as National Adoption Awareness month.

3. As this issue is being sent to you, FASI has three families in the process of accepting a total of 6 children for adoption. One of these families is adopting a sibling group of 3 after adopting their first 2 children.  All of the children have or will be coming to Arkansas are from Texas or Ohio.  This is the first time we have had more than one family at a time adopting from Foster Care in another state. Now, although this is a complex process to orchestrate, we are overjoyed and thankful.

In the big picture of "Every Child Deserves a Permanent Family", these are significant achievements and we are thankful for everything you and many others do to assist this pursuit of Life, Liberty and the Pursuit of Happiness for all God's children.

A Big Thank You to:Diane Dow for all her years of service with our agency with helping many clients, regardless of their age.  She has formerly retired from her professional work and will continue living in Conway. She will be missed by so many us. Adoptive Fathers each, of whom is a United Methodist minister, who sponsored a formal Resolution at the Arkansas’ Annual Conference urging every United Methodist Church in Arkansas to recognize and Celebrate National Adoption Awareness Month in November.  The resolution was passed unanimously by 1300 delegates.A big thanks to all of those who worked so hard to encourage our state Senators and Representatives to support the legislation for Seat Belts for School Buses Bill, which passed both Houses of The General Assembly and was approved by the governor this past Legislative Session. This Act 275 makes it possible for the voters in each school district to choose to levy a 1.0% increase on taxable real, personal, or utility property to fund the additional cost of installation of seat belts with shoulder harnesses on all new school buses purchased in that District after 1/1/18. This last step will take some work from you, me,  and many others, but our successes to come will save the lives of many Arkansas children. Please contact me, Bill Barling, at FASI for details of the next step.
